Professional Experience:

I bring over 13 years of progressive experience across public health policy, planning, program implementation, and research, with extensive engagement at the national level in India’s public health system.

Since December 2015, I have been associated with the Ministry of Health & Family Welfare (MoHFW), Government of India, serving as Consultant and Senior Consultant (Public Health Policy & Planning) under the National Health Mission (NHM). In this role, I work closely with senior leadership at both national and state levels, including Additional Secretary and Mission Director, Joint Secretary (Policy), officials from the National Health Systems Resource Centre (NHSRC), and State/UT Health Secretaries, Mission Directors, and State Programme Management Units. My work involves day-to-day coordination to support planning, approval, and implementation of key NHM components, particularly the preparation and appraisal of Annual Health Plans and State Program Implementation Plans (PIPs).

I have provided comprehensive technical and administrative support to advance national health priorities and the Sustainable Development Goals through effective policy execution and program management. A key focus of my work has been strengthening state health systems by guiding decentralized planning processes, mentoring state teams, and building capacities for effective implementation and monitoring. I have led and supported the development of State PIPs, coordinated National Programme Coordination Committee (NPCC) meetings, and prepared administrative approvals and documentation aligned with national priorities.

My role has included supporting the operationalization of major national initiatives such as Ayushman Arogya Mandir, the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission (PM-ABHIM), and the implementation of 15th Finance Commission recommendations, contributing to improved infrastructure development timelines, enhanced funding effectiveness, and better service delivery at the community level. During the COVID-19 pandemic, I provided critical technical support to States and Union Territories under ECRP-I and ECRP-II, strengthening emergency preparedness and response capacities.

In addition, I have contributed to the development and implementation of national and state-level health policies, conducted regular monitoring and evaluation, and provided actionable feedback to improve program performance. My thematic expertise spans multiple areas, including Public Health Management Cadre, Biomedical Equipment Management Programme, Public–Private Partnerships, Biomedical Waste Management, Clinical Establishments Act, Health Technology Assessment, Telemedicine, Knowledge Management, and PIP processes and software. I have also played a mentorship role, guiding consultants and junior consultants on technical and administrative aspects of policy and planning within NHM.

Prior to joining MoHFW, I worked as a Research Executive at Development & Research Services Pvt. Ltd., New Delhi (2012–2015). In this role, I managed end-to-end research projects, developed research plans, coordinated field activities, ensured data quality, and conducted data compilation, cleaning, and analysis. I led training programs for research teams, developed training materials, and applied innovative training methodologies. I was actively involved in large-scale studies, including DLHS-4, and conducted policy document reviews to generate evidence-based insights for public health research and policy formulation. This experience strengthened my understanding of grassroots health issues and reinforced my analytical and research competencies.

Overall, my experience reflects a strong blend of policy planning, program management, health systems strengthening, and research, enabling me to contribute effectively to national and state public health initiatives.

Education:

My academic background reflects a strong interdisciplinary foundation that integrates healthcare management with technical engineering expertise, equipping me to effectively contribute to public health systems and healthcare administration.

I completed a Post Graduate Diploma in Health & Hospital Management from the Institute of Health Management Research (IHMR), Jaipur, during July 2010 to May 2012. IHMR is a premier institute in health management education in India, and the program provided comprehensive exposure to the structure and functioning of healthcare systems. The curriculum emphasized health policy and planning, hospital administration, healthcare financing, human resource management, health economics, epidemiology, quality management, and health information systems. Through case studies, field-based learning, and applied research, I developed strong analytical and managerial skills relevant to public health programs and healthcare institutions. The program strengthened my understanding of health systems strengthening, program implementation, monitoring and evaluation, and evidence-based decision-making, forming a solid academic base for my subsequent work with national health programs. Prior to my postgraduate studies, I earned a Bachelor of Engineering in Biomedical Engineering from C. R. State College of Engineering, Haryana, between August 2005 and June 2009. This undergraduate program provided a robust technical foundation in biomedical sciences and engineering principles, including medical instrumentation, biomedical signal processing, medical imaging, healthcare technology management, and human physiology. The course enhanced my problem-solving abilities, technical aptitude, and understanding of how medical technologies support clinical care and health service delivery. Exposure to engineering concepts also instilled a structured, systems-oriented approach, which has been instrumental in addressing complex public health and healthcare management challenges.

Together, these academic qualifications have enabled me to bridge the gap between technical healthcare knowledge and management practice. The combination of biomedical engineering and health and hospital management has provided me with a holistic perspective on healthcare delivery, encompassing clinical processes, technology, policy, and administration. This educational foundation has been pivotal in shaping my career in public health policy, planning, research, and program management, particularly within large-scale government health initiatives such as the National Health Mission.

Affiliations and Achievements:

I have strengthened my professional expertise through the certification “Global Health on Improving Health Care Quality”, jointly offered by USAID and the Johns Hopkins Bloomberg School of Public Health, which enhanced my understanding of quality improvement approaches within health systems and service delivery.

My professional journey includes extensive involvement in high-impact national and international public health projects, reflecting strong institutional affiliations and measurable achievements. From 2022 to 2025, I played a key role in monitoring and reviewing the implementation of flagship government health schemes across Union Territories, contributing to strategic planning, inter-ministerial coordination, and high-level review processes involving the Prime Minister’s Office (PMO), NITI Aayog, Ministry of Home Affairs (MoHA), and Ministry of Health & Family Welfare (MoHFW). My responsibilities included preparing strategic documents, coordinating review meetings, and systematically documenting progress to support informed decision-making.

Between 2020 and 2025, I led and supported monitoring and evaluation of national and state public health programmes, with a strong focus on Health Systems Strengthening, RMNCH+A, and Emergency COVID Response Project (ECRP) components. This work contributed to improved program oversight, accountability, and readiness at both national and state levels.

In 2019, I participated in an international study tour for Indian policymakers to Thailand, focused on learning best practices in Universal Health Coverage and efficient health systems development, facilitating cross-country knowledge exchange and policy learning. Earlier, in 2018, I supported the implementation of key health initiatives—including Health & Wellness Centres, Mission Indradhanush, and nutritional support for TB patients—under the Extended Gram Swaraj Abhiyan in Jharkhand, contributing to improved service outreach in aspirational districts.

My contributions also include participation in national-level policy and review platforms, such as serving on the Forward Committee for the 4th National Summit (2017) in Indore, Madhya Pradesh, and being a member of multiple Common Review Mission (CRM) teams—10th CRM (Himachal Pradesh, 2016), 11th CRM (Karnataka, 2017), and 12th CRM (Madhya Pradesh, 2018)—supporting independent assessments of NHM implementation.

Earlier in my career, I was closely associated with major national and international research initiatives, including NFHS-4, Sample Registration System (SRS) Baseline Survey, DLHS-4 Facility Survey, Unintended Pregnancy and Abortion in India (Guttmacher Institute), and ABCE+ study (PHFI).
